Question (Be as specific as possible):

How do you define “gifts”? Would student org swag, marketing materials, etc (like stickers, fliers, t-shirts, lanyards, etc) count as a “cash award, gift, or prize” and
therefore be disallowed? Would they count as a “non-cash award or prize” and require finance board approval? Or would they not fall under any of these categories and be
considered a normal assembly funding request item. I will also note that these ‘swag’ items would be available to all university students equally and would not show any
favoritism toward any group or individual (university affiliated or otherwise). This would presumably determine if assembly would have to get approval from the finance board to fund every “swag” request by student orgs.

“Student activity fees may not be used as a cash award, gift, or prize. Non-cash awards and prizes must be reviewed in advance by the Finance Board to determine if they are an appropriate use of ASUU Government funds.”

Interpretation:

A gift is “something voluntarily transferred by one person to another without compensation”. In the context of ASUU, a gift is something that is given specifically to an individual, student group, or organization that would not be given/offered to others or show favoritism towards that individual, student group, or organization. Since “swag” items are available to all University of Utah groups/individuals it would be considered a normal assembly funding request item and would not fall into the category of “cash award, gift, or prize”.
