Interpretation:

The necessity of this interpretation rests upon a contradiction that is present in the Bylaws. The two texts in conflict are Bylaws II.I § 2 (1.2.4) and Bylaws II.II § 3 (6.4.1). The Bylaws II.I § 2 (1.2.4) states that the Vice President of University Relations shall serve as a voting member of the Campus Events Board Advisory Committee; however, Bylaws II.II § 3 (6.4.1) classifies the Vice President of University Relations as a non-voting member. Based on the text in Redbook, this disparity shall be resolved. The Redbook directly bestows the Vice President of University Relations the right to exercise the duties and powers listed in the Bylaws (Redbook IV § 3 (1.4)). Therefore, the responsibility of the Vice President of University Relations to serve as a voting member of the Campus Events Board Advisory Committee is protected by the Redbook. However, as the classification of the Vice President of University Relations as a non-voting member (Bylaws II.II § 3 (6.4.1)) is mentioned nowhere in the Redbook text. Hence, as the Redbook takes precedent upon the Bylaws (Redbook II § 1 (4)), this shall be extended to the duties in both texts. Consequently, the clause granting the voting duties of the Vice President of University Relations (Bylaws II.I § 2 (1.2.4)), shall supersede the non-voting member classification (Bylaws II.II § 3 (6.4.1)), and the Vice President of University Relations shall serve as a voting member of the Campus Events Board Advisory Committee.
