Signatories are not codified in redbook, nonetheless they have been implemented as a portion of the Legislative templates (I will admit this is my fault for first putting it in the assembly template). There is confusion as to how they work and if legislative branch members should be able to be signatories given their power to sponsor and the restrictions that entails (for example, being a forced abstention on a piece of legislation they sponsor). In lieu of this issue, and the lack of any foundation for its existence within redbook, should signatories be allowed to exist without a basis in redbook, and if so, what are the restrictions upon those who are signatories? Should legislative branch members be allowed to be signatories, and if so, should they also be made to be forced abstentions? Should there be a mandatory amount of signatories for a piece of legislation to enter the legislative docket, and if so how many? What is the role a signatory plays in presenting a piece of legislation if there is any? Do they get the ability to present legislation as if they are a sponsor or not? Should signatories be automatically be counted as votes in favor of a piece of legislation if they are not forced abstentions?

Interpretation:
Until further legislation is written providing clarification, the following individuals may act as signatories: members of Senate, members of Assembly, ASUU leaders, and ex-officio’s.
Signatories will not be forced to abstain from voting on legislation they are signing on to.
The point of signatories is to act as a voice of support on a piece of legislation. There shall be no mandatory amount of signatories on any given bill in order to enter the legislative docket, and signatories shall play no role in presenting a bill.
Signatories will not be automatically counted as votes in favor.
