Question (Be as specific as possible):

Given the new system, and due to some of the vagueness of this section of Redbook, how do these powers of the new committees work logistically and how do they differ from rules committee’s review function. Any clarification and guidance as to their implementation is appreciated.

6.2: “To question the Assembly sponsor and parties relevant to legislation.”

6.3: “To debate the merits of legislation.”

6.4: “To pass, fail, amend, postpose, or table legislation, or to add legislation to a consent calendar by a majority vote.”

Interpretation:

After being reviewed by the Senate Executive Committee or the Assembly Rules Committee, legislation shall be seen by a designated Legislative Committee. That committee shall make a recommendation on whether to pass, amend, postpone, or table legislation.

The Assembly Rules Committee and Senate Executive Committee are tasked with concluding whether legislation is compliant with Redbook, University Policies and Procedures, and state and federal law, whereas Legislative Committees are tasked with debating the merits of legislation.

Merit, in the context of “debating the merits of legislation,” shall be defined as, “the nature of being particularly good or high quality.”

All legislation shall be made public and shall be added to the official ASUU legislation tracker upon submission to the Assembly Rules Committee or the Senate Executive committee. The Assembly and Senate Chair shall add a “DRAFT” watermark to the legislative template.
